The District Development Plan IV (2025/26–2029/30) is a five-year roadmap for the development of Kitagwenda District. It sets out the district’s priorities, targets, projects, financing and implementation arrangements.

Goal: Increase household incomes and employment to achieve sustainable socio-economic transformation.

Key priorities: agriculture and agro-processing, education, health, roads, water, electricity, ICT, tourism, environmental protection, private-sector development and good governance.

Major challenges: inadequate staffing and funding, poor roads, limited electricity and internet, dependence on rain-fed agriculture, unemployment, environmental degradation and weak monitoring.

Expected results: better infrastructure and services, increased agricultural productivity, improved education and health, more employment, stronger governance and reduced poverty.

Implementation: the plan will be implemented through annual planning, budgeting, implementation, monitoring and evaluation, involving the District, Lower Local Governments and development partners.

Estimated cost: about UGX 360.74 billion over the five-year period, funded mainly through central government transfers, local revenue and development partners.

In simple terms: it is the District's five-year development blueprint, showing where Kitagwenda wants to go, the problems it wants to solve, the projects it will undertake, and how progress will be measured.
